POSITION OVERVIEW:

We are seeking a seasoned and strategic Senior Project Manager to join our team. As a key leader for Navacon Construction, you will act as the primary commercial and administrative lead for large-scale municipal sewer, water, and road projects.

You will be accountable for the full project lifecycle, including safety, quality, schedule, and budget. Unique to this role is a dual-focus requirement: during the construction season, you will drive project execution; during the off-season, you will leverage your technical expertise to support our estimating team in securing future work. This role requires a proactive leader who can engage with stakeholders, troubleshoot complex issues, and drive profitability.

DUTIES AND RESPONSIBILITIES:

Project Management & Execution

Financial Accountability: Manage project costs against the approved budget. Oversee progress billings, manage change orders, and provide accurate forecasting for labor, equipment, and materials.
Project Oversight: Manage the project lifecycle from initial mobilization to final demobilization. Ensure projects are delivered on time via rigorous project scheduling.
Project Administration: Manage all commercial aspects of the project, including the preparation and negotiation of monthly progress draws, change orders, and claims. Interpret complex project documents and specifications to resolve disputes and ensure strict contractual compliance.
Quality Control: Ensure all work is performed in strict adherence to project specifications, engineering drawings, and industry best practices.
Safety Leadership: Champion a zero-incident safety culture, enforcing all regulations and policies to ensure a safe work environment for all personnel, subcontractors, and the public.
Estimating & Business Development (Off-Season Focus)

Tendering: Lead and assist in the preparation of competitive bids for municipal tenders during the winter months.
Analysis: Review tender documents, perform quantity take-offs, and solicit pricing from subcontractors and suppliers.
Strategy: Identify cost-saving opportunities and value-engineering options to increase bid competitiveness.
Leadership & Communication

Stakeholder Communication: Serve as the main point of contact for engineers, inspectors, clients, and municipal stakeholders.
Team Development: Mentor junior staff, fostering a culture of excellence and professional growth.
Problem-Solving: Proactively identify potential issues related to schedule, budget, or unforeseen site conditions and develop effective solutions to minimize project disruptions.
QUALIFICATIONS AND REQUIREMENTS:

Experience: A minimum of seven (7) years of heavy civil construction experience, with a proven track record of managing complex sewer and watermain projects. Experience in estimating is required.
Technical Expertise: A deep and comprehensive understanding of all aspects of heavy civil construction, including municipal sewer, water, and road reconstruction.
Proficiency in reading and interpreting complex engineering drawings, specifications, and project documents.
Strong working knowledge of OPS (Ontario Provincial Standards) and contract law (CCDC/MTO).
Education: A degree in Civil Engineering (P.Eng) or a Diploma in Civil Engineering Technology (CET) is preferred. Gold Seal Certification is considered an asset.
Communication: Exceptional interpersonal and verbal communication skills. Ability to build strong relationships with stakeholders and convey complex information clearly and concisely.

Valid Ontario driver’s license with a clean driving record.
